Overview
Beth Moskow-Schnoll concentrates on white-collar litigation, regulatory enforcement and compliance, and complex civil litigation, with a particular emphasis on banking and other financial services matters. She is Managing Partner of Ballard Spahr’s Delaware office, co-leads its Anti-Money Laundering team and Health Care Industry Team, and serves on the firm’s Senior Leadership Team.
Beth represents clients facing government investigations and enforcement actions and advises them on compliance programs. She has conducted internal investigations for clients in the health care, petroleum and other industries. In matters involving allegations of health care fraud, financial fraud and environmental crimes, she has persuaded the government to decline prosecution of clients. Her compliance work also includes export commodity classifications, jurisdiction requests, license applications submitted to the Office of Foreign Assets Control, and day-to-day advice on licensing requirements and strategy.
Her litigation experience spans criminal and civil proceedings. Beth has tried dozens of cases to verdict in federal district court and has briefed and argued multiple cases before the U.S. Court of Appeals for the Third Circuit. In civil matters, she represents major financial institutions in actions against fraudulent debt relief companies and in defending consumer financial services lawsuits involving a range of claims.
Before joining Ballard Spahr, Beth spent more than a decade as a federal prosecutor in the U.S. Attorney’s Office for the District of Delaware, including five years as its Criminal Healthcare Fraud Coordinator. As an Assistant U.S. Attorney, she investigated and prosecuted financial and health care fraud matters involving bank and credit card fraud, money laundering, asset forfeiture and tax offenses. Her work included the successful prosecution of a major pharmaceutical company, resulting in a criminal conviction and the largest monetary penalty in the history of the District of Delaware.
