Overview
Kate Belinski advises on political and election law, with a focus on campaign finance, lobbying and public policy, government ethics, and administrative law. Her clients include corporations, trade associations, nonprofit organizations, advocacy groups, PACs, Super PACs, other political committees, candidates, and officeholders. She leads the firm’s Political and Election Law practice and co-leads its Exempt Organizations team.
Kate counsels clients on the Federal Election Campaign Act, Lobbying Disclosure Act, Foreign Agents Registration Act, Foreign Corrupt Practices Act, and Administrative Procedure Act, as well as federal and state pay-to-play laws. Her work also encompasses regulations issued by the IRS, Federal Communications Commission, and Securities and Exchange Commission. She represents clients in investigations by U.S. Senate and House committees, the Department of Justice, federal agencies, and state attorneys general. For members of Congress and their staffs, she provides advice on legal and financial disclosure obligations under the Ethics in Government Act and represents them before the House and Senate Ethics Committees.
Before entering private practice, Kate served at the Federal Election Commission as Senior Counsel to the Chair, following roles as an attorney in the Enforcement Division and as the agency’s Deputy Ethics Officer. Her FEC tenure included a period of significant change in campaign finance law following court decisions such as Citizens United v. Federal Election Commission. She advised on the effect of those decisions and the agency’s responses, while also helping manage day-to-day operations. Her work at the commission covered campaign finance, government ethics, administrative law, and constitutional law; she drafted and negotiated regulations, advisory opinions, factual and legal analyses, policy statements, and agency procedures.
