Overview

Ty Howard is a partner in Bradley’s Nashville office and has chaired its Government Enforcement & Investigations Practice Group for almost a decade. Drawing on 20 years of experience as a state and federal prosecutor and defense lawyer, he represents clients in white-collar criminal defense, False Claims Act matters, sensitive internal investigations and high-profile litigation.

Healthcare fraud and abuse accounts for a substantial part of Ty’s practice. He has represented corporations, physicians, physician-owned entities, nurses and healthcare executives in matters that often involve parallel criminal and civil investigations. His work has included significant cases involving skilled nursing facilities, pharmacies, hospice providers, ophthalmologists and optometrists, orthopedic practices and primary care providers. He founded and edits Bradley’s annual False Claims Act Year in Review and speaks regularly on FCA enforcement.

Ty also handles criminal and civil enforcement matters involving telehealth and telemedicine. He advises physicians, companies and other clients on telehealth compliance and represents them in cases involving alleged telemedicine schemes, including matters concerning durable medical equipment, compounded drugs and cancer-genomic testing. He has written and spoken extensively on telehealth compliance, enforcement and policy.

His investigations practice extends to developing areas of enforcement, including actions involving COVID-19-related programs such as the CARES Act and Paycheck Protection Act, as well as investigations concerning wound care and skin substitutes. His recent work has also involved corporate DEI programs and allegedly discriminatory practices, immigration compliance and customs fraud. For government contractors, Ty advises on government investigations and conducts sensitive internal investigations; he has represented contractors in inquiries by the Department of Defense, military investigative services, the FBI and other law-enforcement agencies.

Ty represents banks, banking executives, brokers, financial institutions and investment professionals in regulatory matters involving the SEC, FINRA and related federal and state agencies. His prosecution and defense experience includes anti-money laundering and securities fraud. He also works with companies on compliance with global anti-corruption laws and represents clients in investigations under the FCPA, UK Bribery Act and similar laws.

Before joining Bradley, Ty spent nearly a decade as a federal and state prosecutor, most recently serving in the White Collar and Economic Crimes division of the U.S. Attorney’s Office for the Middle District of Tennessee. As an Assistant U.S. Attorney, he led investigations and prosecutions of major fraud cases in Tennessee, first-chaired numerous jury trials and successfully argued before the Sixth Circuit Court of Appeals. Earlier in his career, he was a litigation associate at two large international firms based in Philadelphia.
