Summer handles affordable housing finance for Texas governments with formidable judgment, from public-private tax-credit deals to workforce housing transactions.
Overview
Summer focuses on affordable and workforce housing development, bringing together work in tax-exempt financing, tax credits, economic development and governmental contracts at the federal, state and local levels. She regularly represents governmental entities in public-private partnerships involving 4% and 9% low-income housing tax credit transactions. Her work also includes workforce housing transactions involving public facility corporations and housing finance corporations.
Her governmental clients include large urban cities, rural municipalities, counties and housing authorities across Texas. Summer works with those clients on transactions tied to their goals for the communities they serve. Her housing practice sits within a broader focus on the financing and contractual arrangements that support public-sector development.
Summer also advises purchasers, sellers, lenders, borrowers, landlords and tenants on real estate financings, acquisitions, dispositions and leases. In addition, she has counseled clients on corporate governance, choice of entity and nonprofit matters.
Summer served on the City of San Antonio Zoning Commission from 2019 to 2023, including as vice chair from 2022 to 2023. Before law school, she lived in Buenos Aires, Argentina, where she owned a business. She is fluent in Spanish.
