Overview

Jeff focuses on the land use, zoning and approvals that shape large-scale development projects. His work spans commercial developments, wind and solar projects, lifestyle centers, commercial greenhouses and wireless telecommunications facilities. He works with clients to define the development process around their business plans, coordinates environmental impact studies, and seeks zoning, siting, permitting and regulatory approvals from municipalities. He also works closely with industrial development agencies and economic development corporations on local and regional economic development projects.

Jeff structures transactions and obtains financing and incentives for public- and private-sector clients, including through PILOTs and the SEQRA process. He serves as lead counsel to OCIDA and has been involved in the expansion of the White Pine Commerce Park site for Micron’s semiconductor project. His work included guidance during site selection and participation in meetings with national site-selection firms. Since 2023, he has also served as co-lead counsel to OCIDA for the project’s SEQRA review. In related work, he helps Tier 1 supply-chain companies navigate the process of bringing operations to New York in support of the semiconductor industry.

Wireless infrastructure is another substantial part of Jeff’s development practice. He represents telecommunications tower companies, wireless-telephone providers, personal communications-service providers and major telephone companies on infrastructure projects across New York and Vermont. His work includes zoning and permitting strategies for development schedules, as well as the siting of complex wireless facilities in the highly regulated Adirondack Park. He serves as national zoning-compliance legal planner for a major PCS wireless provider.

Jeff’s environmental work includes advising on liability and financial exposure associated with contaminated sites. He has experience with complex Superfund sites involving contaminated soils, sediments and waterways, including the identification of third parties and sources and issues concerning natural resource damages. He also represents clients in regulatory compliance and enforcement matters under federal environmental laws and their state counterparts, including the Clean Water Act, RCRA, TSCA and NEPA. Chambers & Partners has noted both his development-project practice and his knowledge of the CWA, RCRA and NEPA.

At Barclay Damon, Jeff is co-chair of the Project Development Practice Area, chair of the Telecommunications Practice Area and co-leader of the Semiconductor Team.
