Matt’s exceptional administrative and regulatory judgment brings clarity to complex New York agency requirements while keeping governance and acquisitions in view.
Overview
Matt counsels for-profit and nonprofit organizations regulated by New York State agencies. His work centers on statutory and regulatory compliance: interpreting agency requirements and guidance, assessing how they affect an organization’s operations, and developing practical approaches that account for clients’ business goals.
His clients operate under a range of regulatory frameworks. Matt advises a professional liability insurer and a municipal health insurance cooperative on matters involving the Department of Financial Services; nursing homes, clinics and consumer-directed programs on Department of Health requirements; and organizations with Res Hab, Day Hab and IRA programs on requirements of the Office for People with Developmental Disabilities. His practice also includes work involving the Office of Mental Health for outpatient clinics, the Office of Addiction Services and Supports for residential and outpatient programs, the State Education Department for licensed professionals, and the Attorney General’s Office for nonprofit organizations. Across these settings, he helps clients address statutes and regulations that are not always clear and navigate the related agency guidance.
Alongside his regulatory counseling, Matt advises on organizational and transactional matters, including corporate formation and by-laws, board governance and responsibilities, executive compensation, tax-exempt recognition, charitable donations and fundraising, stock and asset acquisitions, and vendor and professional services contracts. This work reflects his practice of considering legal questions in the context of an organization’s broader business needs.
Matt is the co-managing member of the firm’s Albany and Saratoga Springs offices. He has written and presented on Medicaid and Medicare exclusions, provider self-disclosure obligations, HIPAA/HITECH compliance, and the New York Nonprofit Revitalization Act of 2013.
